All of us Nepalis here in Sydney fully endorse Kunda Dixit's prescription of a graft tax in Under My Hat ("The taxman cometh", #81). Excellent thinking and planning. You should send a signed copy of the column to the head of the government too, just in case they don't (or can't?) read the papers.
