Madhesisation

TRIB THARU

Karl Marx was wrong. The history of the world is not about class struggles, but the struggle for ethnic self-determination. The Soviet Union broke into 15 independent states, Yugoslavia into five (so far).

The restoration of democracy in Nepal has also thrown up the demands of Nepal's various ethnic entities. Though Pahadis and Madhesis are not ethnic groups per se, they have a racial connotation. In the village where I was born, there was a Pahadi family. They are still called Pahadi. My family has been living in Kathmandu but we are still called Madhesis, even though we are Tharus.

Things started getting complicated after the Madhesi Movement flared up in January 2007, and for a good reason. Madhesis and Tharus have been marginalised from mainstream Nepali statehood. This is not to say that certain Pahadi groups were also not marginalised.

Madhesi representation in government, the diplomatic service, the army has been traditionally low. The Madhesi Movement seized on this historical sense of collective Madhesi grievance, and the struggle was (and is) quite justified. It has now culminated in the Constituent Assembly's election of Madhesis as president and vice-president of Nepal.

However, in the weeks before the CA election, it did look like the movement for Madhesi representation and autonomy was crossing the line where it could be called justifiable. Will this 'Madhesisation' actually create more problems?

The 64 CA members of Tarai-based parties took their oaths in Hindi, the Vice President himself took his oath in Hindi.

People in the Tarai speak in Maithili, Bhojpuri, Tharu, Abadhi, and many other languages, but who speaks Hindi? What is the point that our elected representatives are trying to make, and what kind of message does this send to other Nepalis? Don't they speak Nepali? Did they forget their own mother-tongues? Madhesi activists and politicians should realise that if you squeeze the spring too hard, it can jump out of your hand.

Most Madhesis have relatives across the border and there are close marriage ties with India, but this is not the case with the Tharus. In fact, aside from those forced out because of past atrocities by Pahadi settlers, there are few Tharus in India. The Tharus have their own mother tongue although many now speak Nepali because of assimilation.

'One Madhes One Pradesh' may have been a useful slogan for the Tarai-based parties at election time, but for the Tharus it became the last straw in what they perceived as the Madhesisation process. Hence, the movement against it last month.

As a compromise to the One Madhes proposal, ideas have been put forward to create multiple autonomous ethnic regions as integral parts of a unified nation of Nepal that includes the creation of a Tharu province in the Tarai.

As a development economist, I also do not see anything wrong with using our comparative advantages in Himal, Pahad and Madhes, which are endowed with their own resources. The Tharus, being the original bhumiputra of Nepal, will struggle for their ethnic rights, pride and economic wellbeing.

But ethnicity-based autonomy will be counter-productive for the wellbeing of Nepal and Nepalis. Ethnic groups have enclaves where some may be in majority, but other ethnicities and castes are interwoven into those territories. Autonomous regions based on ethnicity will pit one group against another and become the cause for long-term animosity, further polarising society.

Trib Tharu is Principal Economic Development Economist with the Navajo Nation and teaches at the University of New Mexico and the Dine College.

1. Ek Nepali, Bidesh
I think more and more Tharu intellectuals and (other natives to Terai) must come up with this type of ideas and present themselves as the true natives of Terai. The so called Madhesi (of three eastern districts) are basically immigrants from India with strong family and cultural ties with the latter. Nepal needs to promote and empower true natives of Nepal and control the influence of Indians in Nepal. But unfortunately, political and bureacratic prostitutes of Nepal seek permission from Indian politicians on every single matter concerning national interest. The Indian immigrants brought the horrible hindu caste system to Khas kingdoms many centuries ago and destroyed our true culture of coexistence of different ethnic groups in peace and harmony. Following the Indian politics based on Chanakya niti which advocates 'populace need to be kept uneducated and foolish to rule' has compounded the illiteracy and poverty in the country. In every way, Nepal needs to detach and move away from the Indian way of doing things, Indian corrupt mentality and influx of Indian immigrants.

2. Raute
I congratulate Dr. Trib for a clear and sound argument presented in the writing. I think more of Nepalese intellectuals working abroad or inside Nepal need to contirbute to the intellectual debate to feeb back to the policy makers so that the upcoming federalization process becomes not a mere game of political thugs from Bihar and Nepal. It must be well thought, debated and calculated. We must make a very very well worked out process before going out to any form of federalism, as a single mistake can make Nepal like Yogoslavia or another Hindustan broken into pieces and one intellegent process could make it a highly empowering national building process. Where are the so called nepali buddi jibis hiding their head at such a time? Are they busy in NGO jagir or in a foreign tour? It is a shame that no one who widely so called 'intellectual' or Buddi jibi or civil society representatives have dared to begin a debate in this regards. So far it is not too late, but days are counting, so please please come up with your vision and contrinution for a better nepal. Lets just not give easy way for the political thughs to decide our fate in a bad way.

3. YK Shrestha,
I like Mr. Tharu's saying "Madhesi activists and politicians should realise that if you squeeze the spring too hard, it can jump out of your hand." How true!! Yes, Madhesis are stretching it too far. Agreed they were discriminated against all these years and they have themselves/their leaders to be blamed for that because a few of them had been licking the feet of the royals and enriching themselves. Madhesis should learn from South Africa where the blacks were discriminated against, but now that they are in power, they are working towards the betterment of South Africa. Don't stretch it too far, that will prove counter-productive.

4. Shahrukh, Maitighar, Kathmandu
GPK and MKN have committed lot many mistakes. And they have already been punished by people's virdict. Maybe, that is not enough. Lets wait and see, lot many may be yet to come. Speak Hindi, make Hindi the official language of Nepal and then swear in Hindi. But till then, should these so called Madheshi leaders not have waited, to make legal provision for everyone to swear in in Hindi? How can that VP not know that Nepali is the official language of Nepal. My THE madheshi frend, understand that, understand that.

5. Agyan, Banepa
This man called Shahrukh seems to be an idiot who is always championing the Khas Bahun cause He does not understand the meaning of Republicanism. He just happy to write here & there. Jai Madeshi is right Shahrukh u are a nut....

6. Sheela C., Nepalgunj
Mr. Trib Tharu: Pretty gutsy. You have done a great service to your matribhumi by writing this article. This is the best piece I have seen that articulates the position of a Tharu on the issue of national mudda. Hindi speaking VP got his answer frrom a Tharu. You are a true Nepali speaking on behalf of many millions. Thank you.

7. Ranjan C., Birgunj
TribJi spoke on behalf of many hundred of thousands of Tharus. Thank you. The process of Mdhesisation is not what many Tharus subscribe to. This is imposted on them. Just look at what just happened -- VP coming out showing his true color speaking in HINDI to please perhaps INDIA. What the heck was that? Tharus do not buy that. So please TribJi, keep writing.

8. Jai Nepal, Patnanepal
Jai Madhes: Don't forget that the Maoists were the ones who started it all.

9. Shanta , Washington DC (Bhojpur)
Dear Trib TharuJyu: Thank you for giving the Tharu perspective. Madhesis want Indian language to dominate all of Tearai. Your view opposing this from a Tharu's perspective is exactly what we need. I also hear that what VP Jha dis was unconstitutional. What a sneaky guy. Mr. Sood did his job. I wonder how much money he gave Mr Jha to promote Indian language in Nepal and insult at the highest level. Shameful display of his Indian loyalty.

10. Nepali, Nepal
Jai Madeshi, Jai Hind and other commenter, First of all you support the ideas bought by Mr Tharu or do not dare to go against his ideas, that is good. Whether we are Pahadi or Madeshi, we are Nepali. Advancement of transportation and other infrastructure development enable us to travel inside and outside country. As mr Tharu has mentioned many Madeshi are living in Kathmandu and other Pahadi reason and many Pahadi are living in Madesh. So when we talked about the federal system or state we must respect this reality and other issues like resources. I also agree that Madeshi people are more disadvantage and state need to think and plan for their betterment. Not only Madeshi but also Pahadi suffer from autocratic rules of Rana and Shah. All Madeshi and pahadi fight against their autocratic rules and restore democracy. If we are working together as a Nepali, why we want to create wall now. This is the time to think positively and contribute to build new Nepal. I am really sad from Jai Hind who named BP Thug Bahun. How can he give such a bad name to the person who gave life for Nepal. Should not we need to think twice, before saying such thing. BP is respected not only in Nepal but also in India who actively took part during independent movement in Nepal. Wearing Dhoti and speaking Hindi doesn't represent Madesh. I agree many people view that if we want to respect regional language we have beautiful language like Maithali, Bhojpuri ect. Someone was giving ridiculous reason of it is Pahadi who start speak Hindi; we cannot give such a ridiculous reason of biting dog who bite you.

11. Abhi, Mumbai
The Madhesi bhais are forgetting the fact that most of them are recent immigrants from Bihar and UP hence they have no obligation to Nepal. They are more than happy to create Bihar and UP in Nepal. Had Brahmins and Khas not started the Maoist movement, the loud voice from these Madhesi thugs would not have been heard. Examine yourself how most of you are chutiya in nature. Your leaders from Forum and Sadbhavana are proving that they are thugs ready to do anything only for power and money. Most of you thugs do not have any ideology, that is for sure.

12. Abhi, Mumbai
Pahades are bebkuf but madhesis are thugs. Madhesis in Nepal want the same treatment as they are treated in India. Nobody likes bhaiyas from UP and Bihar here, why?Because of their nature- chitiyagiri. Nepalis have been deceived by own leaders, not to blame India. But these madhesi thugs do not show love to their mother tongue as well under various pretexts. How the CA allows them to speak in Hindi? Whatever they say should be null and void as that language is not recognized there. Knowing a laanguage is different thing, but dishonouring the Rashtrabasha is another thing. Those who do not love their matribhumi, are capable of selling their mothers for petty gains. Remember this, deshi bhaiya.

13. Shahrukh, Maitighar, Kathmandu
Hey madheshi commentators, go back to Bihar to speak Hindi, mother of all languages. Speak Hindi as much as u want. Once the biharis will kick on your ass, come back to nepal. We'll still welcome you and let you live in our land.

14. Ek Nepali, Bidesh
J Madhesi, Buddha was a Tharu not a Bihari immigrant. The Hindu Caste system which seggregated people into various superior and inferior caste migrated from north india into Nepal. The notorious effect of caste system has affected more to people of southern nepal if not as much to mid hills. The corrupt north indian culture of treatment to women as inferior gender and their suffering is more obvious in Terai than hills. You Madhesi are so ruthless that you even sell your women: an overseer asks for 10 lakh and en engineer would ask for 20 lakh for bride same as in India and would kill your wives or daughter in laws if the money is not paid. This custom alone proves your origin. The Nepal kingdom has been mentioned in Vedic texts and the backward custom of North India in not native to Nepal. The native people of Terai are economically better off than native of hills. Only immigrants who have settled in the last five decades in Terai are poor but at least they have managed to buy citizenship. These same immigrants want to rule over whole of Nepal now with the help of BJP and right wing Hindu fanatics of India. These Indian immigrants ultimate goal is to wipe out the whole Nepali race from South East Asia. The Indians even have armed group in Nepal who recently bombed the offices of UNHCR and IOM to disrupt the settlement of Bhutanese refugees settling in America. The true Nepali of whole of Nepal have to very alert about the intentions of these Indian immigrants and quickly educate our people. Israel should be our role model.

15. Rishav, rishavmania@gmail.com
Alright, why did hindi crop up here? Let's understand that we have to strengthen our languages, and only then can we really prevent domination of hindi. Look at the french and the Germans. Their language is equally rich to English and in their countries and former colonies their language is widely spoken. Our narrow mind set for not being able to relate to each other is THE most unfortunate thing. All should make efforts to make all other nepalis feel they are part of one large Nepali family

"Redder the bottom , better the monkey." Is it not silly to spend valuable time on Mad-desh or Tero-rai? A rose is a rose is a rose is a rose. No matter you like to call it . It smells good or not.? Why not change the name of the country as some have done, then.? Modern Nepal; not New Nepal.! HIM for Himali, MA for Mahabharat Mechi Mahaki and T for Tarai. : makes Himmat.Hindi is the language of the SUBCONTINENT , One good thing Sukarno did in INDONESIA, was to make bhahasa indonesia the linga-franca.It was only spoken by about 50,000 DUTCH HOUSE -WIFE S WITH THEIR SERVANTS. HA HA.

Nepal is creating history and re-inventing itself as a democratic secular nation. It has no doubt been created on blood of thousands of men and women who faught and died for a cause. The cause has been acheived and democracy in its true form established. Only the democratic Government is no where in the horizon. Let not those who donot know what they are now doing blemish the acheivement so far acheived. Please, for heaven sake see what you all have acheived. I repeat HISTORY is in the making. Donot squander away the chance and dis-illusion the voters who have given you the power to run the destiny of the Country. Be positive and do not hanker after power. It is well established that hunger for power makes an individual corrupt financially and morally. Maowadi took upon themselves to take up arms had a distinct aim of doing 'sewa' for upliftment of the poor masses. You now have the mandate of the people as a democratically elected representative to do the 'sewa' with all the strength. Please donot go after power and play the number game as it is being done next door in the largest democracy of the world. The poor people of the Country will have faith in you irrespective whether you are in power or in opposition and you shall be so tested purily by the perfomance in time to come. Democracy as a form of Government is not to which the Country has still got used to as yet. The process has to be natured as much as by love for the country as your co-partners in the CA not to mention respect and co-operation amongst each one. Welfare of the poor people should be the selfless aim of each one of you and accomodating the veiws should be encouraged. Time to come will remember you all as those who changed the course of History of the Country as much as History also tells as that whenever such a chance is squandered away someone takes advantage of the situation and spins it to its advantage. In such a case History will never forgive you all.

18. Bhupendra, India
Nice to know Tharu's perspective in this issue. I think, Madesh issue is really going out of limits. This is neither good for Nepal nor for Madesh. There can never be One Madesh. There needs to be either few states based on ethnicity, or needs to be divided in the same way as the development regions. The first one is fine as long as there are not too many states, and those states are acceptable to the local inhabitants. There can never be One Madesh, where most of the local residents dont want Madesh. --Bhupendra

Does anyone know the correct spelling of the plains area? Is it "Tarai" or "Terai?" Isn't Tarai the correct translation and Terai some colonial spelling hang over?

20. Nepali First, USA
Nepal is a diverse society. But we are Nepali first. If a foreigner reads all the comments here, he will laugh at us. We are all brothers and sisters under a common roof called Nepal and yet we are throwing mud at each other. We should fight for our rights but not for our division. We should appreciate that we are different, but it won't make much sense unless we blend together. A little country between two giants can not survive unless we unite. Divided we fail. I would like to urge all the Nepalis from different ethnicities to join hand together for the betterment of all Nepalis and discourage those who embrace division knowingly or unknowingly. Thanks to our first president who has shown guts to be a unifier.

Jai Madhesi and all who support that VP of NEPAL TAKING OATH OF HIS POST in HINDI is correct and justifiable.......Do u actually understand the meaning of a National language..a language that everyone understands...a language is for communication...its not like NEPALI is tero language or mero language...its OUR language...and we all nepalis irrespective of our ethnic background communciate each other in Nepali.....cause everyone understands that..I dont give a *$%# if the VP talks to his wife, or even his colleaguesa MJF or TMDF in maitthali or hindi or anything...but when taking a oath of office of the post of VP of Nepal, I do expect him to take one in Nepali....so that we feel that he is VP who represents all Nepalese and not just a comunity....Just imagine wat would happen if all start talkin in their own languge int he parliament..how will it function...the Madhesis are really taking the things a little too far...please think rationally..........when u get ur madhesis or so called autonomous state..then u can talk whatever u like in ur madhesi parliament or in ur madhesi chief minister oath taking ceremony...

22. C.K.Shrestha, Ktm.
Most of the comments above are full of racial slur & spreads communal hatred. A few people trying to disturb the communal harmony of Nepal. a case has alredy been filed in the Supreme Court, so can we wait till the verdict is given. Suppose what if the VP had taken oath in Mathili or Bhojpuri?? Its not a good sign for the Infant Republic.Mr. Mahara of the CPN(M) has already taken a stand against the VP taking oath in Hindi ,I think he sould moe a resolution in the Ca for impeaching The VP for taking oath in Hindi.Or lets at least censure the VP in the CA for his anti national stance. Come on Mr.Mahara bell the cat or stop cooking Rajniti ko Khidai.Jai Republic!!

23. Ordinary Man, Kathmandu
Segregation of the country in any form is wrong. It is possible that the new constitution will encompass equal rigths and privileges for all the communities in paper but respect for everyone is a totally personal matter. We must learn to accept everyone just the way they are and learn to enjoy and respect the differences that we have. It all starts from the head. How I wish if they could have cohesiveness and cooperation in their agenda to form a new constituion than making it diffcult for all the communities to co exist with rights and respect that evryone will cherish.Discrimination is wrong in any form. Wehter it may be Madhesis putting allegtions on Pahadis or Pahdis using derogatory means to pointout that Madhesis are not nationalists the fact is that we are all sailing in the same boat.We all seek happiness through respect, properity and sense of security..

The following is a part of one of the comments on a blog site on the ongoing agitation for Gorkhaland in Darjeeling. "The trouble is not with the Govt. of W. Bengal no matter how ineffective or devious you think they may be. The trouble is with YOU Gurkhas yourselves. You have exposed yourselves as a still TRIBAL people NOT ready for democratic self government. You Gurkhas are still too steeped in your tradition of dishonesty, intolerance and killing for hire to be able to govern yourself w/o blowing each other up. Even in Nepal, the country your ancestors are from, they do not trust themselves to head their first democratically chosen government, instead they chose as their first President Nepalis of recent Indian origin and educated in Calcutta !!" I do hope that the message is clear to all the so called Netas and the sheep of Nepal.

But there is neither East nor West, When two stalwarts stand face to face.-Kipling.There is neither Pahad nor Madhes. It is the past legacy ,the agony released. Some time one has to blow some steam off.Coexsistence and mutual respectis the necessity of the day. Do,nt make Hindi an issue. In a Globalised world with IT revolution ,allow one to take oath in Swahili or Pustu or i n Sign language. Better to be a Lato.It is an issue no one will win .

26. Nepali, nepal
Jai Madhesi: The issue was this. The greatness lies in those who can rise above the fray. The issue of Hindi could have been debated at CA in a civilized manner. VP, instead, should have remained outside this by being a person of peace and communal harmony (bringing peace to Nepal). That is what we need now. I admired him for his courage in going to Bhote Jatra in Nepali Daura Surwal dress. To many Madhesi radical friends, this may be the act of a coward. I don't think so. Perception that he is handled by RAW/India (right or wrong) is what has triggered this all. He could hIt si not what he, but how he did. He may have broken the spiring of interim constitution too.

27. Nepali, nepal
Sorry, the last two sentences should read: It's not what he he did that was offensive, but how he did it. He became a Forum activist at that level. He may have broken the spirit of the interim constitution too.

28. Madheshi, Northern Hemisphere
Correction: Dear "Nepali,Nepal" blog # 41, let me clarify your comment "Perception that he is handled by RAW/India (right or wrong) is what has triggered this all" Reality is none of the nepalese politician can survive without Indian influence. Take any one of them GPK, MKN, Prachanda, Narayan Man BiJhuche, Baburam...They need indian influence first to come in power and then cling in there...I don't understand one thing "one hindi phrase" from Indian leader Chandrashekhar inspired Nepalese and their leader against 240 years old autocratic rule of Shah in 1990. Then again time to time Pahadias are against Hindi in some pretext take it from Madhuri episode, Hritik Roshan episode and now VP Jha episode.... This is nothing but "sheep" mentality and lame leadership...

29. Nepali, Nepal
Mr. Madhesi (#44): I do not disagree with you about how India has totally infiltrated Nepali political life, and how our spineless leaders keep running to Indian embassy or receive phone calls on their cell for instructions. They have no shame in doing this to gain petty political gains. How sad for a proud nation called Nepal!

30. Rai, Nepal
The creation of a strong pro-pahadiya political force in Nepal. seems more relevant day by day. Looking into the recent developments of events in Nepal it also seems inevitable. If we hesitate to create a legitimate and strong political force to voice our concerns , sooner or later there is going to be some kind of voilent armed out fit to fill in the blank. And there wont be any political agenda left, just voilence and fight till you or your enemy is annihilated. We need a strong pro-pahadiya voice to neutralise the growing madhesi influence. We need a mainstream pro-pahadiya political force if we DONT want another bloodshed in our country. What we need is a political force, a legitimate voice to raise OUR issues. A big and legitimate political force will no-doubt try to neutralise the growing madhesi influence in Nepali political scene. Right now Madhesi force in the nepali political arena are like a unstoppable and inconvincible force,AND I AM 100% SURE THAT THEY WILL GET THE NEW CONSTITUTION, TO THEIR LIKE BY ANY MEANS. We all have been looking helplessly when the Madhesi leaders openly threatens the whole nations, and that too without a single voice of dissent. I think it would have been impossible if we had a strong force acting against them. We have only seen the start of madhesikaran in Nepal with the Jha taking oath in hindi. We need your help. Thats why I created a NEW google group called ThinkTankNepal. Idea is to develop it as a discussion forum to create , formulate and ultimately implement the pro-pahadiyas agenda in Nepali political arena. . I as an adminstrator of the group will update with the happenings and activity of our core group which is secret and based at Kathmandu. I know some of you have reservation regarding the name" pro-pahadiya", But consider it as a principle and not a geographical nomenclature. Pro.pahadiya for us means pro-nationalist. and we will use " SAAM, DAAM , DANDA VED" to achieve the nations supremacy. We can only do that by neurtralising the BIG PRO-MADHESI force. Let them be a political actor in Nepal but not the ONLY political actor like current situation. So if you agree and want to contribute on the discussions please join the group here. Its a closed group so please indicate why you want t
